Boarding House No More

I live in my own home, used to be a boarding house, now 3 units, I live in one.
Suddenly got a visit from City of Sydney 'Enforcers' who came up with a list of fire regulations I had to comply with....had not seen an inspector for 10 years, since Glebe left Leichhardt. Been paying Land Tax, now have a notice from Dept of Fair Trading that this house is not registered as a boarding house. (The fire requirements are very odd, and difficult to apply in an old terrace, like inter connected alarms, I already have the best alarms and lots of extinguishers, all doors are fire doors and ceilings are fyrchek double.)
So, what is with the City? Why do they refuse to accept this house is my home and 2 other units. The Enforcers have totally destroyed my peace of mind. "No witch was ever condemned who had no property that might not be taken."
