CGT Main Residence Exemption & 6 year rule / Non-residents no longer qualify for 50% CGT discount

I would be grateful to know how long one must return to one's principal place of residence to reset the 6 year rule. I presently reside overseas and rent out my PPOR and understand to take advantage of the CGT discount, I must return within 6 years. I also believe that non-residents can NO longer qualify for the 50% CGT discount. Has any additional information been forthcoming, since this announcement in May 2012?
